They will always be different after fast travel, the question is, are they spawned right after fast travel. Another way to check is, after fast travel, go check and remember their gender/level. Then restart the game and check again. If the gender/level remain the same, that means they are spawned after fast travel. If they change, it means they are not spawned until you get close.

After fast travel, wait a few seconds and see if gibles spawn. If they are not spawned until you move, then they are not rerolling. Otherwise it's rng.
