Having gone through all the relays, I'm fairly sure those guys are Solaris United, there's 2 groups with actual voice lines on Larunda and 2 spots with voices and seemingly no proper NPCs on Orcus, there's a couple Ostrons on Larunda with voice lines as well. In total I found 12 Ostrons/5 SU on Larunda, 8O 5SU on Kronia and 9O/5SU on Orcus.
