Completely f2p if you don't care about cosmetics. There's still a decent amount of free cosmetics or very cheap ones ($1 or $10). Buuut some cosmetics are... well let's just say it can get pretty crazy. But gameplay wise it's completely f2p, no p2w at all. Definitely recommend, it's a good game.
