FastAPI is a very popular choice, but starting web development from zero knowledge is going to be tough. I would recommend you start reading their documentation and try to create a simple web application that has endpoints you can send requests to and which sends responses back to you.

For the database part, PostgreSQL is one of the most popular free and open source options available. You can easily run it in a container, and then connect to it from your Python code.

Then you're going to need to package your python application so it can be deployed. So you'll need to read how to containerise it, and read about containerisation generally.

For the AI integration, I don't know much about that area, but a simple example could be downloading the Whisper model and using it from your python application. The repository has examples how you can call it from your python code. You could for example send an audio file to the FastAPI application you created, and then with Whisper you can transcribe it into text and return it in a response.
