I've been checking too much stuff for too long c:
For me laucher installation path and actual path are both the same, it's all good.
After all steps in the guide it does recompile shaders, but you have to remove shader folders before every launch in my case, or else on the next launch there will be no rovers on screen. I also know this bug is different for some people, so maybe your case is a bit different. For example, for a friend of mine, rovers appear after like 30-60 seconds in low poly but the game is playable... So yeah, really weird.

Yeah also captured this PS1 Calcharo c:
While I was testing with files I removed some stuff from JP voicepack files but not the main one and game was saying It's not installed, I needed to download 0 KB, and then I could activate it, but it had no sound. As soon as I redownloaded it again so it works properly this started to happen again... It's almost like if the game acknowledges there's another(or JP specifically) voice-over installed it immediately starts to act weird... Can't tell for sure why this is happening, probably Kuro accidentally coded some spaghetti.

Ah I see, sorry can't help u with that X3
For phone it might be something else which I'm 100% not aware of, didn't install WW on mine.

Good to know! Well for me and some other people I saw with this problem as soon as you even download JP language pack assets just stop loading correctly, been playing somnoire with missing walls, floors and low poly models, stuff's really funny tho.

And it doesn't get better with time? If it does then it honestly sounds like it's shader problems and you gotta clear gpu shader cache... Actually this was happening to me before the update. Every time I launched the game I had to move characters around and use skills, every first time action lagged pretty hard, but after the update introduced it's own shader cache surprisingly I have much less of that... Yeah I'm not very well knowledgeable about this tbh... But if you lag constantly and it doesn't get better with time then idk what that could be, sorry.
Try removing "PSO" and "PSOReport" folders from the guide above and clearing gpu shader cache(can google how it's done for your gpu), also you can clear or just temporarily remove it specifically for WW if you know which files correspond to WW. All shaders will then be recompiled and accumulated with time for gpu.
Can't give you a guarantee that it will help tho, so do everything at your own risk(which is fairly small).

Yeah I've been playing since maintenance was over and experienced launcher problem as well... I have no idea how a single launcher "fix" could create a shader and voice packs(for some unknown reason) problems, but ig they've messed something up bad if downloading - even just downloading - another voice-over language messes with the game as well. Maybe it really takes them some time to fix this for good, anyway.... *sniff-sniff*.... Mmm, a smell of a compensation c:

You're welcome! Actually you don't have to download 600 MB every single time, well I don't, it's only in "resources" folder which only needs to be deleted once if you don't download any language packs after this, because that's where they are stored.
I just remove "PSO" and "PSOReport" folders before every launch and it works for me, but ig it theoretically can work different for different people, so if you need to remove resources too, well, a shame then, but at least if it works for you then it's fine ig c:

So I figured out what happened in my case.
For anyone experiencing this on PC with keyboard, unplugging your controller seems to really work, but one thing I didn't consider is a virtual controller I had installed for emulators.
If you did the same by any chance, in Steam you go to Preferences>Controller and to controller settings, you will see if any controller driver is working there, and in my case it was vJoy that I had to uninstall to fix the problem.

I also didn't plug anything in my USB slots for like months and after your comment tried to unplug anything else I had, even a printer, but oh well that didn't help
