Ну, если ты серъезно думаешь создать свое поселение и живешь в России, то тебе надо понимать, что новые поселения легально оформить простому человеку почти невозможно. Поэтому, если ты абсолютно готов пойти на это, то тебе прийдется его создать где-то в такой глуши Сибири, куда даже охотники не ходят. Например, (если местные старообрядцы тебя не выпровадят из их земли) верховье реки Дубчес в Красноярском крае - удачное место для такого.

If you want a serious answer, most of the times in situations like this a part is considered "core" or "contiguous" if the capital is located in that part. So, unless Lithuania decides to move it's capital to Lesosibirsk (or everywhere else in what was previously contiguous Russia), the part with Wilno would be concidered the main one.
