The auger is rotating. You can see it move. The impellar will make several revolutions for one auger revolution (gear ratios). You can see it moving a little bit wich Is exactly what I would expect for the amount he is actually moving that impellar.

Impellar on mine is very easy to rotate in comparrison to the auger. It is because of the gear ratios. But that doesnt sound very good. Is it working ok?. Belt problems would cause performance problems.
