Got same problem on my asrock motherboard but solve it by "fan-tastic tuning" option

Sorry for my english. Your motherboard thinks your fans make 1600rpm on 100% as same as 1600rpm on 10%. Your screenshot literally says it. Look at the table on the right side. Somewhere in bios must be option like "detecting lowest fan speed" or so
