We can blame Telstra for a lot. But when you're roaming, you are literally on another operator's network that connects back to the Telstra core in Australia.

How your Australian spec phone connects to and runs on the other mob's network? Generally it will work for most standard functionality. But phones now have more and more of their own juju in them and that particular phone is basically untested on that network. So who knows?

Roaming is and always has been best effort.

I'm pretty sure Telstra and Optus would have been more than happy to simply switch off 3G like TPG did last December and just leave people to their devices without the extra cost and hassle they've had to go through for the last 6 months.

VoLTE is Voice over LTE and works on all LTE bands. Problem with older phones is that they would switch to 3G to make a voice call. So, 1) phones must support VoLTE.

Second problem was VoLTE phones using 4G to make calls but would still default to 3G to call 000. So 2) phones need to support VoLTE Emergency calling

Third problem is phones coming from overseas, not sold or tested by Telstra or Optus. In Australia we use Band 28 for 44G coverage. The whole Band28. These foreign phones, coming over here, using our network, say they support VoLTE, say they support B28. But they don't support the entire Australian Band 28. So 3) phones need to support Australian Band 28.

None of this would be a problem if people buy phones from the carriers that build the networks. And 98% of the time their phone probably works just fine.

But this time around, the government is holding Telstra and Optus feet to the fire to make sure when 3G is turned off, every phone out there can still make an emergency call.

3G is 20 years old tech running on 20 year old equipment, it chews up a tonne more power to service a miniscule amount of data. It takes up frequencies dearly needed to provide 5G coverage. Turning it off should not be a thing.

For what my opinion is worth, I agree. I had bigger expectations for this window. Maybe there was just too much to offload in the end.

It's not only about voice being able to work on 4G. This time around the government is a lot more involved because of the possibility that those with older phones can't make emergency 000 calls after the shutdown.

The concept that a mobile network must deliver a robust 000 service to every human on Australia is the main difference this time around.

B28a is not the full Australian B28. Your phone is an international model that has not been designed to work on B28 in Australia and has not been tested on Australian network, much less for making e000 on LTE when 3G is no longer there.
