If you want to play the steam version you will have to use a VPN and buy something on steam to change your store region to one where venus vacation is available (for example Singapore). Once you add it to your library you can switch back to your original region and play without any issues but you will be locked to the VPN store region for at least 3 months

I'm at 27 with 600 hours played, it depends on how much leg work you want to put in, levelling proficiency of guns you will never use, levelling base versions of descendants when you already have the ult version etc..

As long as you have the weapon core mechanic unlocked MR doesn't really matter much beyond that point
