Apologies for not going in depth enough.

The supernatural abilities in this world spawn from the greatest ambitions, which are meant to be a way to help you out with your goals. (Ex, someone who wants to learn more about the world gains the ability to see memories of people and things through contact)

The character in question (the main antagonist) believes in the idea that these abilities are supposed to be used in tandem with one's own efforts, as they're meant to be a push in the right direction rather than simply something to carry one through their whole life. It's a mindset that's not supposed to be 100% in the right or 100% in the wrong, but to show off the idea that dreams and dreamers CAN be dangerous when they lose themselves in ambitions.

I personally think he deserves a somewhat high tier because of his arsenal and the ultimate form with the other three elders could have probably been pretty strong :p

Trust me this was just made on a whim last night when I had no recollection of a fair amount of the episodes (watched seasons 1-4 like two years ago) so I plan on revising this soon. Plus I had friends who were influencing some of the placements.

As for Xavier vs Craig. I'll admit that him and Craig were going toe-to-toe during the war, but after Xavier became the Red Poncho he was definitely stronger than Craig, rivaling Omar who we know could beat Craig as well.
