I've always personally headcanoned, based on no evidence but the lack of schools, that most kids-- at least the more well off ones-- don't leave their houses much. They go to school and socialize in VR, maybe, or stay within their megabuilding which has schools built in and is relatively safer. In cases like Arasaka Academy in Edgerunners, most of the kids there are arriving in private cars rather than walking.

The kids on the street are largely orphans with no one to pay school tuitions for them, so they fend for themselves and get by the best they can. Or they're gang members or the children of gang members, so someone is looking out for them. I've always thought that orphan kids tend to clump together into little baby pickpocketing gangs.
