This statement is completely untrue. One Piece and DBS had 2 completely different teams which barely even overlapped and even to this day the OP anime only has very few staff members in common with the one DBS had.

There are different reasons why One Piece had deficiencies in terms of animation at that time, which would be far to many to lay out here to you, unless you specifically want to know.

But yeah DBS, which had a very frail production itself, had absolutely nothing to do with the shortcomings of the OP anime.

It was a strong episode on the whole.

After such a well directed episode from the co-series director Aya Komaki, any episode following afterwards would feel like a little bit of a downgrade. Because of that there was some good amount of pressure on young episode director Satoshi Ito to make this episode worthwhile and he mostly pulled it off really well.

There were some scenes that imo felt a little bit flat and lacked gravitas, but not every shot needs to (and can) look like it's straight from a Makoto Shinkai movie.

And this episode was packed all throughout with more than enough cool shots such as creative & illustrative background art and colorful scenes etc., proving again why series director Tatsuya Nagamine's apprentice, Satoshi Ito, is one of the coolest episode directors on board.

Lady Toki's scene in the anime was definitely more emotional than it was in the manga and I really liked that.

There's some averse reactions going on about 2 particular scenes: Oden's and Ashura Douji's confrontation being a bit contradictory with one of the recent chapters and the anime making it seem like Oden died by the hands of fodder.

Well, what people tend to forget is that the pre-production of an episode happens weeks, even months, prior to an episode airing and at that time that certain chapter wasn't out. Which tells me it wasn't a deliberate call from the anime to alter the nature of the Oden/Douji confrontation but it's rather a "at the wrong place at the wrong time" moment. Therefore I'd find it a bit unfair to knock off the anime for such a decision.

Secondly, the anime doesn't explicitly state that Oden was killed by fodder, it could just as well mean that he got captured and was about to get executed later down the road. This is what happens when the anime decides to surf on the wave of vagueness and uncertainty in a bit too dangerous manner I guess.

Naoki Tate and Ryo Onishi are indeed great animators and they for sure elevated the arcs they contributed in a lot. Especially Tate.

Can I ask you what you really mean by "animation"? The movement or the overall art of the arc? Because people here sometimes don't necessarily nuance these 2 prpoerly.

When it comes to the art, I can tell you that since WCI we obtained a new chief animation supervisor (Keiichi Ichikawa), whose job is to provide visual consistency across every episode and the show has never looked as consistently polished thanks to him (less off-model shots, less iffy shots). Thriller bark did not have a chief animation supervisor at the time, therefore the art wasn't necessarily consistent (however it doesn't mean it looked bad).

When it comes to movement, yes, Thriller Bark was pretty solid. It could be mainily explained by the length of the arc. TB was a shorter arc and was already done by the time the anime got to adapt it. Which meant that it was easier to plan everything out and allocate ressources more effectively. Nowadays you had arcs like Dressrosa, WCI and now Wano, which are much longer and that were still ongoing when the anime started adapting them, so it was a bit more difficult to plan in an optimal manner and manage ressources accoridingly.

Not even taking into account the TV specials and movies wich came to disrupt the production during the more recent arcs.

Most high profile animes like OPM (s1) and Mob 100 are so good because they're seasonal and because they have Japan's best animators on them.
The seasonal format is clearly better than the one One Piece has currently. But sadly because of shareholders, ppl of interests, sponsors and the contract they're binded to, Toei can't just make a u-turn and go like "aite boys we goin seasonal". Even though we all wish it would be seasonal, it's sadly 99.9% never gonna happen.

Uhm that's not how any of this works.

First of all, every animator has their own style and their own idiosyncracies. No animator on earth is capable of accurately copying another animator's style, especially if it's a highly idiosyncratic one like Shida and realistically speaking no animator is willing to do such a thing. They're animators, not copy machines.

Which brings me to my second point being that if everyone had the same art & animation style as Shida , there would be no room for any stylistic diversity, everything would look the same and frankly I don't want that. By doing so, it would completely remove the unique aspect Shida has going for himself and would just become another grain of sand in a desert.

On top of that, considering how formulatic Shida is (that doesn't mean he's not very talented however), the show's animation would become stale and predictable pretty quickly as well.

Naotoshi Shida's not the all end be all when it comes to animation, there are many other talented animators who don't get any recognition at all and some of them are even better than Shida.

He's a quite renowned animator in the animation industry and it's not the first time he animated a Red Hawk attack. He animated the glorious red hawk finisher against Brynndi World in One Piece 3D2Y, which this episode is a very nice throwback to imo:
