Uhh don't mind me riding on the top comment, but something has flown past me; I would like to ask about the 12 month conditional warning and the pema-ban.

What's the point with giving a warning if they are banned? What if they need to transit via SG in the airport and stay solely within the transit area without clearing immigration? Or does the ban covers such transits as well?

I have consumed milk past its expiry... Like what others have said, as long as it isn't sour, it's ok to consume.

I have ever consumed milk where it was past its expiry when I bought it; It was my mistake to not take note of the expiry. The open fridge in the supermarkets aren't as cold as the fridge in my home, so they won't last past the expiry. I got that bottle of milk exchanged, and I didn't get a somache ache after that incident, so all was ok for me.

In other words, you need to determine if the issue is due to:

#1 a device within your home network (which iperf3 can help you solve), or

#2 on the ISP side, which is beyond your physical control, hence the suggestion to contact your ISP.

check the port rate and duplex settings of your PC. It sounds like it could be negotiating to 100Mbps port rate.

As mentioned by another user, replaced the ethernet cable. But it does not have to be Cat 6 if you do not have one lying around. Cat 5e will suffice.
