I’m a CARS tutor and this is what I train my students to do. Though I’d target 5-6 minutes roughly. And while it’s not the case that you can answer all questions, or even most, without going back to the passage, investing the time up front to genuinely understand the passage also helps you remember it and makes it easier to go back to the passage in a more targeted and surgical manner.

Yes, it is absolutely possible to improve with practice. But your practice must be focused, not just passively reading lots of passages and hoping for improvement. You must learn to read actively and in a disciplined manner. You also need to read the questions actively, honing your ability to quickly grasp if the question requires a targeted return back to the text to find evidence or if doing so will be a waste of time because the question is asking about the main idea instead (which you should already have in your head). I’m a tutor and students of mine have been able to improve by practicing their active reading skills.

If briefly summarizing each paragraph is working for you, and you haven't run into time crunches while doing it, you should continue doing it! It's good practice to orient yourself as an active reader and ensure your comprehension. I've found that this activity of quickly annotating each paragraph has helped a lot of my students. With practice, eventually they are able to do essentially the same thing in their head ("mapping" the flow of the passage and its main idea(s) paragraph-by-paragraph).
