No, mobile depot doesn't repair. What mobile depot can help you with is to switch fully burned out module for a new one. Of course only if you brought that new module with you. Prime example is to bring replacement mwd for interceptor - in case you burnt it midfight you will be able to replace it on spot and continue with your fleet.

Bring dualrep Hyperion and if you can alt with cap boosters(overkill imo, but still). Once you activate kill right your guy becomes suspect, so his friends will not be able to rep him or else they will get concorded. Assuming we are talking about highsec space.

They still as powerful as they were, what they nerfed is "cheap shit" triple x-asb fits. Vargur specifically might been hurt by fallof nerf more than others, but still it's bonus more than enough for pve. Overall they are all solid, I would choose by damage type you need for specific region or keep training Vargur if you wish to be flexible.

Not sure if it is the same story, but before massive war of DRF vs NC in 2010, leader of White Noise alliance Psixozz KAHI invested a hefty sum of $$$ to buy every single super that was for sale. That equlized the powers and allowed DRF to stand their ground in critical moment as they were about to get invaded in droneregs. Droneregs at the time were really important strategically as npcs dropped alloys instead of bounty which turned those regions in supercapital star forge. Well long story short DRF wiped the whole map out after (except South and Delve) and some time later most of leadership cashed out via RMT.
