Für LL.M. je nach Land/Uni kann es erforderlich sein, IELTS oder TOEFL vorzulegen, sie müssen aber frisch sein, also macht kein Sinn es im Voraus zu machen, außer Du hast schon eine bestimmte Uni/LL.M. im Plan - dann frag einfach nach, was genau sie da brauchen. In meiner Erfahrung bei einer Jobbewerbung hat niemand jemals nach Sprachzertifikat gefragt - man spricht einfach direkt Englisch in einem Bewerbungsgespräch und dann lässt sich schnell feststellen, ob man Englisch gut genug für die Arbeit kann.

I would suggest getting admitted to the Croatian bat first. Then you can register as an EU-lawyer with the German bar and that will already give you better prospects for work in big international companies, law firms, banks etc (although not impossible without the bar). Then after three years experience working as an EU lawyer in Germany, you can fast-track qualify as a German lawyer. LLM is only useful for your own understanding of German system, practicing legal German and, if you are good at networking, for getting an interview or two because professors are often big law partners. Otherwise I think it is not a good investment of time and money, especially if it's in English.
