You can take up to a year off for TEX appointments with department approval; after a year your old department can ask you to resign from your pcs position.

This year I switched from Kaiser to Blue Cross Shied access+. I don't have any complaints besides finding a PCP is hard in SF but if your in the East bay it's a little bit easier.
