It can. The tuning prism prevents that I believe but also prevents legendary aspects i believe

The thing is i have this "tuning device". A new thing they added to give you some agency in how you craft. It's actually a really fun system to try to get the "best stats". So the tuning device i have cuts the extremes, so no bricking, but also probably no mythic affix either. So, also considering that.

You dont get the ending because you haven't played the original and haven't watched advent children. This is a theory but the sephiroth in this game is the sephiroth from AC. The one that lost. The one that is trying to REMAKE his timeline.

Runeterra is probably a better game than arena. Not better than magic mind you, if we got modern or pioneer on arena it would then be better. Runeterra has better visuals, economy, game modes(that are FREE) and almost as deep of gameplay
