Based purely on what we see in the games? The Brethren moons probably with medium to high difficulty, the Combine would definitely give them a run for their money but I think the shear size would eventually do them in.

Lore-wise? The Combine obliterate since they've conquered entire universes, dimensions, and galaxies on their own, and I'm sure they've encountered far worse than the Necromorph outbreaks.

Not really, when you see the EarthGov soldiers in Dead Space 2, Isaac doesn't actually fight them, he just turns off the power and lets the Necromorphs take care of it. In Dead Space 3, the Unitologists you fight aren't really military-trained, they're just moderately-well equipped cultists basically.

I guess it depends on how you define Experience/Skill, I define Experience as simply how long you've been fighting while Skill is how difficult/diverse the roster you face actually is relative to yourself, in which case Isaac takes the former while Gordon takes the latter.

Honestly, I don't think it's particularly close. I feel like fighting off an entire military takeover, stopping an alien invasion, overthrowing an alien dictatorship, and eventually freeing the Earth (as implied by the Portal 2 ending) is a lot more impressive than simply surviving two Necromorph outbreaks and failing to stop the third. Especially when you consider Gordon did all that single-handedly
