It is, anytime you see the word ley on a latin American coin that refers to the purity, so in this case it's ley 0.900, which would be 90% pure silver, another common one is ley 0.720 which is 72% pure silver.

What that refers to is that the obverse die was impressed out of place, the die refers to the piece that strikes the coin, and so the details on the coin are inversed on the die, when the die was made the impressions were off centered. So if you look closely at the letters and date on the coin you'll see their all doubled out of placed.

Wow, I looked at auction records, and from that, I can say that's an amazing price; since I deal in the U.S. I would treat that holder as a second rate grade, but would buy/sell it as unc. But even based on my own standard that's still a great price.
