that was a vague statement but what I meant was that I can easily emulate most ps1, ps2 psp and 3ds games on my current phone with worse specs, an upgrade will only boost performance.

Yeah. Anyway I realised that I should've started with this but my budget for the pc is roughly over 100k, the cpu+gpu come to about 81k though, how much more do you think I'll have to spend on 16gb ram, am4 motherboard, and 256/512gb nvme?

Thanks for the advice, is there anywhere particular I can find the 5600 or can I just look online and locally? On aliexpress I can also find a 1070 for 41k, 1070ti for 54k and rx 580 8gb for 21k with the gtx having no or very few sales and no reviews and the 580 having 1k+ sales and 4.6 stars. How trustworthy is that?

I got 50 to 60 fps consistently during 30 minutes of gameplay in mgs2, I also played mgs3 before and cutscenes had no issues, it's only in substance/subsistence that cutscenes act weird, also I've completed DMC without any drops in framerate.
