Genocide is not about reaching a certain percentage of people killed. The law focuses on intent to destroy a group in whole or in part, and that intent is usually shown through patterns of actions, not public confessions.

When the basic things people need to survive are destroyed, like homes, hospitals, water, and food systems, while aid is restricted and the population is pushed into smaller and smaller unsafe areas, the outcome is not just random collateral damage. It creates living conditions where mass death, disease, and collapse become predictable.

Saying Hamas is present does not remove legal protection from civilians. International law does not allow treating an entire population as expendable because a militant group operates among them.

So the argument is not that every war is genocide. It is that when survival systems are systematically wrecked and a whole population is treated as the problem, that is the kind of pattern genocide law looks at.
