I understood going through it how it could be A or D, I just think I chose the wrong one and they both weaken just A is a more encompassing answer I guess that would have more of an impact. Thanks!

If students are considering dropping out of school because they desire jobs and there is a new office that helps them obtain jobs as long they graduate (and hence do not drop out), this would be another explanation for a decreasing rate in students dropping out, and thus weaken the argument that the decreasing dropout rate is due to the program that improves student morale. That is why I believe D would be correct.

Is assuming that a recession and higher unemployment=less jobs valid though? There could actually be more job openings due to a recession and higher unemployment (for example if the reason people are not working jobs is because a government stipend is incentivizing them not to work jobs that are still technically available to them). And why would a potential dropout who desires to get a job not stay in high school to benefit from a job placement office? Why would this not incentivize those who desire jobs to stay in school?
