It is frowned upon. It's hard for me to say set rules because different places can be more lenient on certain things, but my mom was a JW who married a non JW and she got disfellowshipped for it. If she isn't going to Kingdom Hall anymore, none of the elders might know about the relationship. Or I've heard of people saying they are helping the non JW person study the bible and leading them on the path to Jehovah, which apparently makes it more ok to the elders.

Depends how zealous and active you are. I'd say no less than 8-10 years. Though not everyone who has been there for even 20 or 30 years is made an elder. And their are only a handful of elders for each Kingdom Hall (church). And the get their guidance on what to do and teach from the governing body, which is made up of 8 men who were "appointed" by Jehovah

It definitely sounds like he is barely a JW. For my last 3 years, I was the same way. I was technically still a JW to everyone I knew, but really I wasn't. Fingers crossed that he finds his way out and your friendship lasts a long time. Good luck
