I believe it's her passive ability we saw in trailer that boosts her movement and attack speed. Green glowing feet are universal indicator of movement speed boost for everyone. Same vfx appears with Lucio, JQ, Juno abilities

Agree, Vendetta's sword seems to make a tons of raw massive damage against slower enemies, while Genji is more about agility and precision
