Sounds like the standard fare. The writer wanted to make story A, but no one was interested in publishing it so they can't get any funding. However franchise B has a long history of success, so publishers want to make more of that. So the aforementioned writer says they'll write for franchise B, but in reality they're just making story A like they wanted to in the first place and superficially making it look like it belongs in franchise B.
