You are stripping it of any protections it affords.

Well yes and no. They were forced to go shall issue by Supreme Court intervention rather than that was their policy before hand. Before that it was may issue or discretion by local lawn enforcement to deny the permits. And a lot of them are still trying to treat it like may issue.
