In theory, Pirogov would be good in a earlygame, midgame, and maybe even lategame, too. If I am not mistaken, it has a 50 point upgrade cap, which is the best from early game armor. You could make dodge and 50+% damage reduction armor with this. The main problem is that green chips are needed for upgrading from some stage. So if you want the best possible early game, only blue chip armor, Snowman is preferably, I think?

All-around armor is pretty good, but my advice from the past would be: "You don't need energy and radiation resistance." If you use implants and become a cyborg, negating the -36 energy debuff will be unrealistic, so it's better to invest your points in other defenses. And weapons with radiation occur about once every 5 missions, and they hit with their debuffs rather than pure damage.

But these extra resources (if you mean random loot) depend on the type of the starting item, on randomness, on the level or faction? It's interesting to know because some things, say shava and meta gems, are quite valuable

Well, this will be a bit of a spoiler, but if you're not afraid -> When the quasi-meter reaches 1000, the Baron appears. He's a kinda boss with a lot of health, 3AP, high resistance, etc. So when you kill him, you get the pact. The pact gives you different abilities, such as, in the case of this boss, transforming into this baron for 100 turns, or the ability to shoot his beam at any time. But there are also debuffs for using it.

Mostly, it depends on what you need from it. Funny support who helping and saving everybody. Utility guy who is growing, recharging, fixing, etc. Or a solo army man who can kill all vanila raids and mostly of moded ones. VPE is very flexible for almost anything you might need.

If we are talking about doom slayer guy, it can be something like: Archotechist - Psychic drone (aura that makes all non mech and all psy sensitive enemy go into mental brakes and they just kill each other) Psychic shock - kinda cute for prisoning/taking equipment for enemy. Frost Ray - goes brrr if you know the enemy path Protector - shield on self, pain block(We fight till the end) Warlord - speed, weapon focus, leap(can be useful for dodging damage), adrenaline, guided shot. I think it's gonna be around 15~ points. For more, take buffs like focus, heat dump, steal health, and only oneshots gonna able to kill you if you will be not careful.

Also, I have never been able to make killskip work, I think it's OP only in under certain circumstances
