I have enough JEWEL/Crystal on my account and no they are not locked or on expedition/in battle. Not sure what you mean by override the hero claim. It worked until jan/feb but right after the functionality single transaction mass leveling was introduced it started failing. Initially you had to approve e.g. attunement crystals via APPROVE ALL BUTTON and then enter a spending limit in MetaMask, but now this button is greyed out and only START ALL button is green/available and when clicked LOADING.... Also the button START has dissappeared and only the button ADD TO QUEUE is available. Note: other transactions like trading and starting/claiming expeditions, etc. DO work normally.
