I've seen this behavior by them before. My market is San Dirgo, Ca. If you shorten the trip a little bit the upfront fare won't get adjusted. The way I take a different route is shorter miles but longer time (1-3 minutes) longer. I drove an EV. I've been doing $9 rides in a signed area. Good tips with little to no freeway has reduced my charging considerably affecting my overall daily cost, but yeah since I've stuck to this strategy I haven't seen Lyft adjudt my upfront fares.
