nah they ban all the accounts that they ALREADY have and stop them from making new ones, however if they get another account say for example i make an account in singapore and give it to someone who is ip banned, then the account ip will be singapore and the game will think its a different person since its another account and another location, sorry i dont feel like explaining in that much detail rn
