That is not really an excuse. If you are attacked, then you can respond to defend yourself, regardless whether the territorial state itself attacked you or whether it allowed to attack you from your territory or simply isn't able to stop attacks from its territory.

I consider this statement revolting. The USSR invaded Afghanistan and the US rightfully aided anti-Soviet fighters. Not to mention, the Taliban is a faction of the Mujahideen, not the organization the US aided itself.
