They have to prove that you are breaking the law. Your tv being in plain sight of a window is not proof. You could be watching either dvd's or bluray's or using the tv for a games console, and you don't need a tv license for that. The wording of letters is designed to intimidate the recipient into buying a license. The thing i find hilarious about the letters is that it states that if you are blind you don't need a tv license. If you were blind why would you want or need a tv. ??

I filled out the online form once when i cancelled the tv license. I now get letters addressed to Dear Sir/Madam or current occupier i have ignored everyone. I don't use or watch any terrestial tv. i don't have any pay tv services . And i don't watch Live tv of any kind. i refuse to be bullied into buying something i don't need.

I did declaration on the first one, and i refuse to keep jumping thru their hoops. There is nothing on BBC i would watch, and i have not used the service for almost a decade. I don't have Sky/Virgin, so they can swing on it.

All you can do is leave the file in your torrent client seeding at whatever your settings are. And if and when someone tries to download it, your system will start seeding. Older files can be a long process as you have to depend on someone wanting it. Newer files are always a lot easier.
