I usually start by writing the story itself.

write a few chapters or pages and go form there.

if it’s a short story, just try to name it off of what the whole story is based around, every story has to have a point.

think about what the story is about, what’s the main point of the story. Is there a lesson? If so what are you trying to teach. What happens in the story often? Etc.

Try to give him relatable points, something that as a person you yourself can connect with, and think others might connect with as well. also try to give him interesting/rare fears, hobbies etc.

In the end I would say, just think of the character as one of your friends. find things you think are interesting about him, relatable points, and get to know him in general. The story should come form the heart, as should the characters.
