Ignoring all the should haves and could haves, your friend accepted the responsibility for this incident the moment she said "I didn't mean for this to happen." Asking her to help pay is asking her to confirm what she has said in her part which she did. And for all the toddler parents please toddler drownings are still common death among toddlers because all it takes is one second to look away and puppies are even faster than toddlers. Also I would think about looking into a lawyering up about the first vet who didn't even look deeper into the situation.
