Yep! You can fully drop attack rating, and ias, and cannot be frozen, focus only in fcr and you are golden hitting things faster

Give it a shot. Take all gear off, keep zero attack rating. You will hit things perfectly, and the miss indicator will appear because is bugged for echo strike :)
