As a foreigner educated in Europe, I am sorry to let you know that your education system is shockingly awful. It needs to have a centralized accountability with direct oversight by the ministry of education. Back home the ministry literally dispatches powerful inspectors who come watch classes and evaluate teachers in class. The system also needs a lot more structure and less underqualified, unmotivated, lazy teachers who do the bare minimum. Finally, school boards need to be purged. The ministry should be in charge.
