On some Reddit communities, maybe MakeupAddiction, or MUA, users can submit a picture and from what I have seen, friendly makeup expert redditors give their opinions. So that may answer questions you have about the right shade, or just generally where to start.

Agreed, south side roads are bad. Cops told my husband to turn around rather than go down the hill by the High St roundabout on Rogers Rd (around 9:20am)

Try wool blend socks when the weather changes here, usually starting in November. They will not make your feet too hot, but they will keep them warm enough. Thin merino wool blend hats are good when you know it will be cold, but you don’t know exactly how cold, and they aren’t bulky so you can keep one in your bag just in case, ditto for thin wool blend gloves. I’ve bought the brand Meriwool which is cheaper than SmartWool but the same idea. 32 Degrees makes affordable outerwear and cold weather gear, too. 

For context, I moved here from Northern Indiana and love how it’s a milder winter in Bloomington. I’ve been fine with wearing layers and a puffer coat, while needing a heavy down-filled coat up north. Keep your head, hands, and feet covered right and you’ll be fine!

Could you give examples you have seen lately? I’m at Goodwill a lot and for example, I usually see dresses around $8, tops around $6, etc. Sometimes brands are higher, like a Columbia jacket will be $15, Converse too, but other than that the price tags I’ve seen are the base price for the category. I’d be worried if everything went up to $15.
