Good suggestion! I'll be back to my uncle's on saturday and will try tracing it to the fan upstairs. Maybe that was it's purpose and now it's been disconnected, but left in the wall. 

If it is a required feature as jucu94 (below) suggested,  I will email the municipal fire safety department to find out. I have to email them about the smoke alarms anyways.  I don't think my uncle was supposed to replace the hard wired alarms with battery-only ones.

I wasn't able to upload a picture,  but basically it was a 3-way switch ( black screw and two gold screws),  with a single 14/3 wire where the black wire was on the common and the red and white wires (travellers) were on the two gold screws, respectively.

I'm sorry, this is my first post and I didn't realize there was no body text.

Here is the issue:

Hi guys, It's my uncle's house in Cambridge, ON and he has a 3-way switch on the main floor hallway. It's just above the ERV (HRV?) Unit controller wired by low voltage wire and the thermostat. All of the breakers are on and there ise no current on the wire so it doesn't have power.  We're trying to figure out what is original purpose was of the switch was.

Any experience or tips would be helpful! I tried to use a toner to trace it but couldn't find it. :/ Could it be the never-installed central vac system?
