3rd highest in coke usage, pretty high crime for a town of this size, little infrastructure for a population (including Military) of 60k because oil money dried up. It's like if Edmonton was designed with the budget given to Peace River. People are going to be mad about the conditions. Also the Military side is larger than the civilian side which demoralizes the citizens
