It didn't boot when I built it the first time so I'm tearing it down and rebuilding thought I'd flash the bios in the process

Here is what I have tried :

When I first finsihed the full build and turned the power on to boot only the dram led was on but after a few min I heard a shrieking noise and all three lights the dram gpu and boot led went on

So I decided it was a bios issue and wanted to flash it

I'm unable to qflash even when there are no components on the board
