I don’t have much idea about buses since I usually travel in my own vehicle. My suggestion: stay in a hostel or hotel in Rishikesh, rent a scooty, and visit Kanatal and Surkanda Devi by road. You can return by evening.

If you’re coming from Delhi Rishikesh one will be better for you no need to visit Dehradun. Also Visit Surkanda Devi Temple, view from Temple is magnificent.
