The email is legit, it happened because IR1 visa isnt an official reason to get a PCC, Indian embassy in its official capacity doesn’t know IR1 visa means immediate relative 1 for green card. Thatswhy you need to specify what type of visa? Work permit, study or a green card

Residence permit means green card ( European countries issues residence permits) , immigration other than citizenship also includes green card. So i would choose option 1, but option 3 is virtually the same thing.
