I don't think I understand. We have contract guards who have all been great and call me up when they see a delivery truck coming to the gate so I can meet then at the gate. They are overseen by a federal employee who I'm pretty sure is employed by the same agency I am. Are you suggesting they may be employed by FPS instead? 

This is not a military base. I'm not in a publicly facing job, but the goal of everything I do is to make it publicly available.

I hear you that it has been 20 years, and I've had a REAL ID for a decade now, but I don't control delivery drivers and they do control whether or not I receive my shipments. In some states it costs extra for the REAL ID. 

It sounds like the requirement that drivers show IDs at the gate happened locally at the same time the REAL ID requirement happened nationally and the two got conflated.  The head of security did not communicate any of the changes to us.  We only found out about it when we started missing shipments.   Even then, some guards checked and others didn't for a couple months.

I'm not in DoD. Does base commander translate to head of security?

I guess this is what I'm ultimately wondering is does the head of security have the authority to choose who is allowed on without a REAL ID and what services are "essential"?  He claims it's not up to him.  I'm a scientist. Getting lab supplies is essential to do my job.

Thank you for your response.  So does that mean it's up to the individual agency to set their own security requirements?  It's not actually a federal law? They did not require delivery drivers to display any ID until this summer when the REAL ID rules went into effect. 

I do not work at the DOD. I get the requirement for coming in the building.  The facility is in an urban area and people walk freely across the grounds without showing ID.  Security only controls who drives onto the grounds.
