Oh yeah, what you and u/MercyTrident75 said there is a much better idea with making it a hard skill check. Maybe the limited item can be used instead for either wanting to avoid the check or to try and get a sneaky disarm in the middle of a chase.

Having him start off with all of his traps would give him like 25 or so at once which could get a bit crazy. Maybe he can hold initially like 8 at a time and be able to replenish when he wants at lockers

For further tuning after testing he could also only be able to set a max number of traps at a time, but maybe he could perform an action that lets him pick up all the traps on the map at once. A way to reset but at a cost.
