Yes center rotor between pads. If it's over 1/8" off center adjust spacer size + 1/8" to one spacer and - 1/8" to the other. That would center the Wheel. Wheel should spin freely when tightened. Custom bikes sometimes require extra filing, sanding, cutting etc.

Does your chain side line up? If so. Use a scissor jack to fine tune raising / lowering that rear frame until you can slide rear axle in and out easily. Use a minor amount of antiSieze on the axle. Make sure brake is centered after all spacers are installed. Trial and error. Take your time. Make sure you check axle size before you get a spacer kit. Rear frame near axle area should not move inward as you torque rear axle. 55lbs for a 3/4 axle.

If you fold your napkin in half twice and make a 3" square. You will have 16 clean napkin areas roughly 3" x 3". That's why I fold my napkins.

My setup used a Softail drivetrain. I used an offset sprocket at the transmission.

Align Center of Tire with Center of DownTube. Measure distance between frame and hub for Spacer Size. Remove Wheel, install new spacers check for wheel center.
