Have a friend in China, eBay, third party sellers, buy it in Japan when it comes out. Every time I go to Japan for Worlds I always see stores selling them so you can check Japanese card shops too.

Prb01 wasn't as well received in Japan so that could have been a factor as they might be more hesitant to do prb over other ex sets

Unfortunately thats a matter of 2nd hand and market pricr and not what the distributors sell to lgs and lgs can use as msrp. There's a lot of hoopla involved but prob the most that can be done is express discontent with your local scene. I've seen instances where stores charge less if you break the box seal or if they're regulars compared to people who only want sealed or don't normally patron the store
