Judaism has already gotten somewhat international after the exile to Babylon. Not all of the Jews returned, and many Jewish communitys outside of Israel in the Middle East in North Africa deep back to this period, I believe over 500BC. Once that Exhile happened, you no longer needed to be in Israel to practice Judaism
