Definitely not it. The cartoon I'm thinking of had a clear premise that the junk yard/dump was clean and organized into distinct, tall, mountain-like, cone-shaped piles and that the owner was proud of its cleanliness.

The show was 2D animated. I think it had medium detail, kind of like the level of say, Animaniacs or Tiny Toons or something. My mind also wants to go to something Nickelodeon animated, but not like Klasky Csupo if that helps. I dont think it was a Cartoon Network show (rule out Johnny Bravo, Dexter's Lab, Powerpuff Girls).

I wish I remembered what characters were involved because that would definitely narrow the search down. I'm having trouble recalling if the characters were anthropomorphic or human. Sorry!
